Interstate Agricultural Commodity Trade: Road Transport Subsidy Scheme (Updated)

Preface:

Maharashtra is a leading in the production of fruits and vegetables. Especially onion, tomato, pomegranate, grapes, banana, mangoes and vegetables are widely grown in the state. As fruits and vegetables are perishable, many times due to improper handling and delays in transportation, about 20 to 30 per cent of the agricultural produce goes waste. Farmer Producer Companies as well as Agricultural Produce Co-operative Societies are often constrained to send perishable agricultural commodities to other state due to unaffordable transportation costs. This fact was under consideration of the Maharashtra State Agricultural Marketing Board (MSAMB) to promote interstate trade of State by Farmer Producer Companies and Agricultural Produce Co-operative Societies by offering them road transport subsidy.

Decision:

The Road Transport Subsidy Scheme will be implemented by the Maharashtra State Agricultural Marketing Board to promote inter-state trade of agricultural commodities from Maharashtra. Accordingly, from the date of the scheme till 31.3.2026, the following scheme is being announced for giving subsidy in domestic road transport fare. The terms and conditions of the scheme are as under,

  • This scheme will be applicable only for the transaction of direct sale of agricultural commodities by road transport from Maharashtra to other states.
  • Registered farmer producer companies and agricultural producers co-operative societies in the State will be eligible for subsidy under the scheme.
  • It is mandatory to send the agricultural produce; produced by the members of the registered farmer producer companies, agricultural producers co-operative societies to other state.
  • Before starting work under the scheme, the applicant organization will need to get the pre-approval of the Marketing Board.
  • This scheme will be applicable only for perishable crops like mango, banana, pomegranate, grapes, orange, citrus, onion, tomato, ginger and vegetables. Also, if the perishable agricultural commodity not mentioned in the list, the beneficiary organization / company will have to get the prior approval of the Marketing Board by stating so clearly.
  • Under this scheme, subsidy will be payable on agricultural produce transported by road. It will not include any other incidental expenses and the subsidy will be payable only after the actual sale of agricultural produce.
  • The following subsidy will be payable as per the actual transport distance under this scheme.

As per the rules of the Marketing Board, the rate of interest for development works except construction of shopping complex, are as follows:

3 1001 to 1500 Km 50% of the transport cost or a maximum of Rs.40,000 / - whichever is less.
4 1501 to 2000 Km 50% of the transport cost or a maximum of Rs.50,000 / - whichever is less.
5 For 2001 Km & above 50% of the transport cost or a maximum of Rs.60,000 / - whichever is less.
6 For Sikkim, Assam, Arunachal Pradesh, Nagaland, Manipur, Mizoram, Meghalaya and Tripura, 50 % of the transport cost or a maximum of Rs.75,000 / - whichever is less.
  • As agricultural commodities from the border districts of Maharashtra regularly go to the adjoining states, no subsidy will be payable for transportation of less than 350 km in terms of making it feasible to send agricultural commodities to unconventional and distant markets.
  • Under this scheme, a beneficiary agricultural producer co-operative society / producer company will be entitled to a maximum transport subsidy of Rs. 3.00 lakh in a financial year. This subsidy will be applicable only for one-way transport from Maharashtra to other states.
  • It will be mandatory for the farmer producer company / co-operative society to pay the amount of transport fare payable to the transporter by check / RTGS / online banking.
  • After deducting the incidental expenses such as handling, sorting,grading, packing, hamali, transportation, and service charges of the company / organization, etc. from the agricultural produce sales amount received by the farmer producer company / co-operative society, the remaining amount is credited to the account of the concerned producer member may apply for transportation subsidy. The deduction amount and ancillary financial transactions will be an internal matter of the concerned company / institution and the producer member farmer. Maharashtra State Agricultural Marketing Board will have no any connection in this regard./li>
  • Maharashtra State Agricultural Marketing Board will not be responsible for non-receipt of sale amount due to lack of quality or other reasons for the agricultural produce sent by the farmer producer company / co-operative society and no transport subsidy will be payable in this case./li>
  • The Maharashtra State Agricultural Marketing Board shall have the sole authority to disapprove the subsidy in whole, in part or approve in full and the decision shall be binding on the applicant concerned. Also, the Marketing Board reserves the right to make appropriate changes in the terms and conditions.
  • The concerned farmer producer company / co-operative society should submit subsidy proposal along with the required documents within 30 days after the sale of the agricultural produce to the divisional office.
  • While sending farm produce to other states, it will be necessary to send the farm produce of at least 3 producer members of the farmer producer company / organization in 1 consignment.

The following documents should be submitted for inter-state agricultural road transport subsidy proposal as per the above terms and conditions to the Maharashtra State Agricultural Marketing Board.

A) Pre-approval proposal: (Form-1 in prescribed form)

  • Prerequisite application
  • Attested copy of registration of farmer producer company / agricultural producer co-operative society
  • Certificate of membership (list) of farmers producer company / agricultural producer co-operative society
  • Updated 7/12 extract (with crop entry)
  • Updated attested copy of Nationalized / Co-operative Bank Passbook of farmer producer company / agricultural producer co-operative society
  • Audited financial statements of the farmer producer company / agricultural producer co-operative society.

B) Subsidy Demand Application (Form-2 in prescribed format)

  • A copy of the letter of approval
  • Original bill of transport company
  • Receipt of transport company (with Bilti / LR number)
  • Original bill /patti issued by the buyer after sale of farm produce
  • The details of the amount credited to the member's bank account after deducting incidental expenses from the sale of farm produce by farmer producer company / organization

The proposal mentioned in the above A and B will have to be submitted to the concerned divisional office mentioned in the following list of Maharashtra State Agricultural Marketing Board considering the headquarters / scope of work of the concerned company / institution
